About the Proposal

DRC’s Asia & Europe Regional Office invites proposals for a consultancy to conduct a final evaluation of the ECHO-funded project “Coordinated Protection Response to Regional Refugee Crisis (PRiA)”.

Project Overview:

  • Title: Coordinated Protection Response to Regional Refugee Crisis (PRiA)
  • Duration: Three years (July 2021 - present)
  • Funded by: ECHO
  • Partners: Asia Displacement Solutions Platform (ADSP), Geutanyoë Foundation (GF) Malaysia, HOST International, Jesuit Refugee Service (JRS) Indonesia, Adventist Development and Relief Agency (ADRA) India, Mixed Migration Centre (MMC)
  • Goals: Promote and protect the rights of refugees and displaced persons, enhance community capacities, and coordinate advocacy efforts at national and regional levels.
  • Beneficiaries: 15,195 direct beneficiaries
  • Key Result Areas:

    • Result 3: Protection Programming
    • Result 4: Anticipatory Preparedness

Objective of the Consultancy

The evaluation aims to independently assess the project’s achievements, identify lessons learned, and capture best practices for future improvements. Specific objectives include:

  • Collecting qualitative evidence on outcomes of advocacy work.
  • Assessing the relevance and integration of advocacy, research, and protection programming.
  • Evaluating the impact of localization in the project design and outcomes.
  • Extracting lessons learned for application in future projects.

Scope of Work

The consultant will:

  1. Review relevant project documents and products.
  2. Develop a detailed evaluation methodology and work plan.
  3. Conduct qualitative research, including key informant interviews (KIIs) and focus group discussions.
  4. Use OECD DAC criteria and Core Humanitarian Standards for evaluation.
  5. Focus on outcomes associated with Results 1 to 3, considering the overall geographic and result areas coverage.

Eligibility Criteria

Essential:

  • Experience in research and/or monitoring and evaluation.
  • Proven experience in external project evaluations, particularly in advocacy.
  • Familiarity with the relevant frameworks and concepts.
  • Proficiency in English (written and spoken).
  • Experience in refugee and IDP contexts.
  • Expertise in qualitative and quantitative research.
  • High professionalism, independence, and ability to work under tight deadlines.
  • Understanding of humanitarian and protection principles.

Desirable:

  • Knowledge and experience with Rohingya displacement.
  • Previous experience with NGOs, especially DRC.
  • At least 5 years of relevant experience.
