Mangalore Refinery & Petrochemicals Limited (MRPL), a subsidiary of ONGC, is a Schedule 'A' Central Public Sector Enterprise (CPSE). Located north of Mangalore city in the hilly terrain of the coastal District of Dakshina Kannada, Karnataka, MRPL is known for its state-of-the-art grassroots refinery.

Proposal Overview

MRPL has undertaken numerous CSR activities under the brand name "Samrakshan" across Dakshina Kannada, Udupi Districts, and other parts of Karnataka. These activities span various domains including Swacha Bharath, Education, Health, Community Development, Environment Protection, and Conservation of local art & culture. The purpose of this RFP is to conduct a survey to evaluate the impact of these CSR projects on the target population and intended beneficiaries.

Scope of Work

  1. Initial Discussions and Data Collection:

    • Engage with MRPL CSR Department to gather project details and necessary documents.
  2. Site Visits:

    • Conduct physical verification at various sites.
    • Interact with beneficiaries to assess the functionality and fund utilization of the facilities.
    • Follow the detailed list of projects and scope of work provided.
  3. Survey and Feedback Collection:

    • Gather feedback from beneficiaries and community stakeholders across various locations within Karnataka.
    • Deploy a team with experienced personnel fluent in the local language for data collection.
  4. Survey Coverage:

    • Assess perceived differences in quality of life pre- and post-CSR support.
    • Evaluate social, economic, and environmental benefits.
    • Measure the impact of CSR activities on the perception and quality of living standards.
    • Analyze the impact on the brand image of MRPL in the community.
  5. Data Analysis and Reporting:

    • Prepare a comprehensive report with analyzed data for each project.
    • Include photographs of facilities and beneficiaries.
    • Submit the report in both soft and hard copies to the MRPL CSR department.
  6. Timeline and Confidentiality:

    • Complete the field survey and report submission within 6 months of receiving the work order.
    • Maintain confidentiality of the impact assessment report and refrain from sharing information with external parties.

Eligibility Criteria

  • Minimum of 5 years’ experience in Impact Assessment of CSR projects.
  • Proven track record with experience in assessing CSR projects for Public Sectors, Private entities, PSUs, or State/Central Government.
  • Submission of experience certificates and a completed CSR project list along with the tender document.
