???? Background of the Mission

The Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a flagship placement-linked skill development initiative of the Ministry of Rural Development (MoRD), Government of India. It is part of the National Rural Livelihoods Mission (NRLM), aimed at transforming rural youth from poor families into economically independent and globally relevant workforce.

In Assam, DDU-GKY is implemented through the Assam State Rural Livelihoods Mission Society (ASRLMS) — an autonomous body established under the Society Registration Act XXI of 1860 on 11 November 2011, functioning under the Department of Panchayat and Rural Development, Government of Assam.


???? Objective of the EOI

This EOI invites applications from eligible Project Implementation Agencies (PIAs) with relevant registration and credentials to implement DDU-GKY 2.0 projects in Assam. The goal is to empower rural youth from poor families by providing them with demand-driven, industry-relevant skill training and guaranteed job placements.

The proposed projects must align with the core DDU-GKY objectives:

  • Offer skill development in alignment with industry standards.

  • Ensure placement-linked training, with sustained employment.

  • Promote social inclusion and women empowerment.

  • Cover underserved rural districts and tribal areas.


???? Categories of Eligible Project Implementation Agencies (PIAs)

The DDU-GKY 2.0 framework has defined four distinct categories of eligible PIAs:

  1. Captive Employers
    Organizations that can train and hire the candidates directly within their operations or subsidiaries.

  2. Experienced PIAs
    Agencies that have previously implemented DDU-GKY projects and achieved more than 50% placement rates.

  3. New Skilling Agencies
    Organizations with skill development experience but no prior DDU-GKY implementation record.

  4. Start-ups Recognized by DIPP
    Start-up skilling agencies officially recognized by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Govt. of India.


Eligibility Criteria for Applicants

Entities interested in applying must fulfill the following criteria:

  • Legal Status: Must be registered under one of the following Acts:

    • Indian Trust Act

    • Societies Registration Act (state or central)

    • Cooperative Societies Act / Multi-State Cooperative Societies Act

    • Companies Act, 2013

    • Limited Liability Partnerships Act, 2008

    • Federated SHGs (e.g., Cluster Level Federations, Block Level Federations)

  • Other Eligible Entities:

    • Government or semi-government bodies at State or National level.

    • NGOs registered with NITI Aayog's Darpan Portal (mandatory).

  • Operational Tenure:

    • The organization should be at least three years old at the time of application.

    • Exception: Start-ups recognized by DIPP are exempt from this condition.

  • Mandatory Requirement: A Permanent Registration Number (PRN) from the Ministry of Rural Development (MoRD) is required to apply.


???? How to Apply

Eligible organizations must follow these steps to submit their proposals:

  1. Online Application Submission:

  2. Initial Screening Fee:

    • A non-refundable application fee of ₹25,000 must be paid online to the Appraisal Agency during the initial submission.

  3. Quality Appraisal Fee (Upon Shortlisting):

    • Only shortlisted PIAs will be notified to pay an additional ₹1,25,000 + applicable GST for the detailed Quality Appraisal process.

  4. Proposal Appraisal:

    • The National Institute of Rural Development and Panchayati Raj (NIRDPR) is the official Appraisal Agency for DDU-GKY projects in Assam.

    • Appraisal will be carried out exclusively on the MoRD IT platform.


???? Project Selection Process

  • All submitted proposals will be reviewed by the State Project Approval Committee (PAC).

  • The PAC has the final authority to approve proposals based on:

    • Budget availability

    • Sectoral demand

    • District-wise coverage

    • Targeted number of youth beneficiaries

  • If applications are received after the deadline (7th June 2025), they may still be considered in subsequent PAC meetings, subject to availability of targets.
