The Tamil Nadu Corporation for Development of Women (TNCDW), functioning under the Department of Rural Development and Panchayat Raj, Government of Tamil Nadu, has released a formal Expression of Interest (EOI) to empanel reputed and eligible Project Implementing Agencies (PIAs) under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0.

This is an excellent opportunity for training organizations, NGOs, skill development agencies, and startups with proven capabilities to contribute to rural transformation through skill development and employment linkage.

???? Who Can Apply?

Eligible agencies must be:

• Registered under Indian Trust Act, Society Act, Companies Act 2013, LLP Act 2008, or Co-operative Acts.

• Federations such as Cluster Level/Block Level Federations.

• Government or semi-government institutions at the State or National level.

• NGOs registered with NITI Aayog's DARPAN portal.

• Agencies that are minimum 3 years old, except for DPIIT-recognized startups.

❌ Who Cannot Apply?

• Agencies with ongoing recovery proceedings under DDU-GKY.

• Agencies that failed to place at least 50% of their trained candidates.

• Blacklisted organizations.

• Consortiums or agencies with past defaulting affiliations.

• Skilling 3127 rural youth across Tamil Nadu for FY 2025–26.

• Priority given to aspirational districts, tribal areas, and underrepresented communities.

• Emphasis on placement: Minimum 70%, with at least 50% wage employment and up to 20% self-employment.

???? Training Focus Areas:

The program welcomes agencies offering courses under the following sectors (not limited to):

• ✅ Capital Goods (e.g., Automation Engineer, Robotics Specialist)

• ✅ BFSI (e.g., GST Assistant, Sales Associate)

• ✅ Tourism & Hospitality (e.g., Chef, Guest Service Executive)

• ✅ Construction & Infrastructure (e.g., BIM Coordinator)

• ✅ Healthcare (e.g., EMT, Ayurveda Dietician)

• ✅ Agriculture (e.g., Livestock Provider, Irrigation Technician)

• ✅ Apparel & Textiles (e.g., Fashion Designer, Quality Checker)

• ✅ Electronics & Hardware (e.g., Drone Technician)

• ✅ IT-ITES (e.g., Software Developer, Cybersecurity Analyst)

• ✅ Logistics & Green Supply Chains

• Minimum course duration: 3 months (576 hrs)

  • Domain: 416 hrs

  • Non-domain: 160 hrs

• Placement salary criteria:

  • ₹10,000/month (3-month course)

  • ₹15,000/month (6-month course)

  • ₹25,000/month for international placements

• Courses must align with national standards and cannot club QPs arbitrarily.

???? Geographic Distribution:

Candidates must be mobilized from all four zones of Tamil Nadu:

• North: Kanchipuram, Tiruvallur, Vellore, etc.

• South: Madurai, Kanyakumari, Tirunelveli, etc.

• West: Coimbatore, Salem, Erode, etc.

• Central: Trichy, Thanjavur, Karur, etc.

• Ensure that applications are complete, valid, and contain all required supporting documents.

• Applications by fax/email will not be entertained.

• TNCDW reserves all rights to modify or cancel the process without prior notice.

• Empanelment does not guarantee funding or target allocation.
