Tanager International Private Limited (TIPL) invites qualified professionals and consulting firms to undertake an independent internal audit and financial control review of Shubhvikalp Fatehpur Farmer Producer Company Limited, supported under the Shubh Mint 3.0 project.
The assignment will establish an independent monthly review mechanism to assess financial health, operational controls, governance and statutory compliance, identify gaps and recommend practical corrective actions.

About the Organization
TIPL is a for-profit organization supporting Farmer Producer Companies under the Shubh Mint program. Its work strengthens the mint supply chain, farmer services, traceability and access to agricultural inputs.
Assignment Objectives
The consultant will assess whether the FPC is on track across finance, operations and compliance, highlighting control gaps, delays and recurring issues. Key objectives include:
- Providing independent, risk-based assurance over accounting records, transactions, approvals and internal financial controls.
- Verifying transaction accuracy, completeness, authorization, documentation and timely recording.
- Identifying financial risks, fraud indicators and policy deviations.
- Strengthening segregation of duties, maker-checker controls, month-end closing, cash management, cost allocation and reporting.
Scope of Work
The review will cover the following areas:
- Accounts and financial reporting: Ledgers, journals, vouchers, supporting records, trial balance, cost centres, month-end closing and unusual or duplicate entries.
- Bank, cash and payments: Bank reconciliations, cash verification, signatories, cash limits, payment approvals and unreconciled items.
- Revenue and expenditure: Sales, receipts, collections, expenses and advances, including authorization and supporting evidence.
- Procurement and vendors: Quotations, vendor selection, purchase orders, goods or service receipts, invoices, advances and GST/TDS checks.
- Inventory: Stock movements, valuation, ageing, reconciliation and sample-based physical verification.
- Fixed assets: Acquisition, capitalization, registers, tagging, custody, disposal, depreciation and sample verification.
- Statutory compliance: Applicable GST, TDS, Income Tax, ROC/MCA filings, registers, licences, returns, notices and deadlines.
- Financial governance: Board and AGM approvals, resolutions, minutes, delegated authority and approval matrices.
- Internal controls and fraud risks: Access controls, segregation of duties, unusual payments, unsupported expenses and other warning signs.
- Finance and procurement policies: Compliance with SOPs, approval limits, documentation standards and control requirements.
- Tally and MIS: Access rights, editing controls, stock integration, reconciliations and consistency of management reports.
- Other financial matters: Staff and supplier advances, payroll, consultant payments, deductions and additional risks identified during the review.
Audit Approach and Deliverables
The consultant will conduct monthly risk assessments, transaction walkthroughs, sample testing and reconciliations against financial and operational records.
Findings should document the observation, risk, root cause, evidence, recommendation, management action, responsible person and due date. Critical findings, suspected fraud and significant compliance risks must be escalated promptly.

Eligibility and Qualifications
Eligible applicants include Chartered Accountants, Cost Accountants, finance systems specialists and consulting firms with relevant experience.
Applicants should demonstrate:
- Experience in accounting systems, cost management validation and internal audit.
- Strong knowledge of Tally, accounting controls, cost centres, MIS and reconciliations.
- Experience in risk-based reviews, SOP testing and control documentation.
- Strong Excel, documentation, communication and stakeholder management skills.
- Ability to travel to FPC locations according to the work plan.
Experience with FPCs, agribusiness, supply chains, donor-funded programs, rural enterprises or multi-entity accounting is preferred. Power BI or other dashboard experience is an advantage.
Responsibilities and Independence
The consultant must maintain independence, confidentiality and supporting audit evidence, attend agreed meetings and visits, and follow up on selected corrective actions.
TIPL/FPC will provide relevant records, system access and personnel support. Bookkeeping, transaction processing, approvals, statutory filings, management decisions and implementation of corrective actions remain the responsibility of TIPL/FPC.
Billing and Travel
Allowable assignment costs will be billed to project code J6012-01. Where TIPL identifies travel within India as necessary, it will be financially responsible for arranging travel and accommodation. Additional expenses require detailed expense reports and/or receipts for reimbursement.
