Background & Overview

Small Industries Development Bank of India (SIDBI) has issued an official Expression of Interest (EoI) invitation for the empanelment of qualified Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and Non-Profit/Not-for-Profit entities. This initiative falls under SIDBI’s Programmes for Development and Impact (PDI) vertical to drive sustainable growth, economic empowerment, and last-mile intervention across prioritized regions in India.

Eligible and interested non-profit organizations are invited to submit their proposals via email prior to the stipulated deadline.

Objective of the Empanelment

SIDBI aims to build a strong network of reliable execution partners to fulfill its mandate as an All-India Development Financial Institution. The core objectives include:

  • Empowering Grassroots Execution: Creating a nationwide panel of competent implementation partners to deliver developmental support to underserved regions.

  • Promoting Inclusive Growth: Reaching marginalized communities, women, artisans, and micro-entrepreneurs to assist them in starting and expanding sustainable enterprises.

  • Strengthening MSME Clusters: Elevating cluster-based ecosystems through scalable, long-term developmental interventions aligned with national economic goals.

Broad Scope of Work

Selected organizations will collaborate with SIDBI’s PDI Vertical to design, execute, and monitor impact-driven programs. Responsibilities will include:

  • Need Assessment & Planning: Conducting baseline studies, feasibility assessments, and scoping research for targeted interventions.

  • Micro-Enterprise Incubation: Identifying and nurturing local enterprises in rural, semi-urban, and aspirational districts.

  • Livelihood & Skill Building: Implementing market-linked skill development training and job creation initiatives.

  • Community Enterprise & Infrastructure: Building shared processing, storage, and logistics facilities for agricultural, NTFP, and non-farm activities.

  • Digital & Financial Inclusion: Promoting tools such as UPI, digital ERPs, and Udyam/Assist registration, alongside facilitating institutional credit linkages.

  • Market Linkages: Facilitating buyer connections, e-commerce onboarding, and corporate partnerships for market sustainability.

  • Scheme Convergence: Leveraging government welfare schemes and social safety nets for beneficiaries.

Priority Geographical Coverage

While the empanelment covers projects across Pan-India, priority focus will be directed toward:

  • Aspirational Districts

  • North-Eastern Region (NER)

  • Hilly and Remote Regions

  • Underserved and Economically Backward Areas
