About the Organization

The Skill Council for Mining Sector (SCMS) is an apex body established to address the skill requirements of the Indian mining industry. It is:

  • Promoted by the Federation of Indian Mineral Industries (FIMI)
  • Registered under Section 8 of the Companies Act, 2013
  • Set up by the National Skill Development Corporation (NSDC) under the Ministry of Skill Development & Entrepreneurship (MSDE)
  • Authorized by MSDE (Notification: 17th March 2015) as a non-statutory certification agency
  • Recognized and regulated by NCVET as an ‘Awarding Body’

Core Functions of SCMS

  • Developing National Occupational Standards (NOS) aligned with the National Skill Qualification Framework (NSQF)
  • Training & Upskilling of workers through accredited training partners
  • Formulating skill development strategies for the mining sector
  • Ensuring a skilled workforce for mining operations (Exploration, Mining Operations, Engineering & Support Services, Mineral Beneficiation)

About the Proposal

Objective

The Ministry of Mines and SCMS aim to develop a new Skill Plan (2025-30) for the Indian Mining Sector based on a comprehensive skill gap study. This study will cover:

  • All major mining organizations
  • Key mining clusters & top mining districts (ranked by royalty earnings)
  • Most minerals, including major, minor, critical, strategic, and atomic minerals

Alignment with the National Critical Mineral Mission

The study will also cover the National Critical Mineral Mission, ensuring India’s self-reliance in critical minerals essential for:

  • Economic growth
  • Net-zero transition
  • Industrial supply chain security

Key Objectives of the Study

  1. District-wise Skill Assessment – Identify available skills and required skills in mining.
  2. Skill Development Ecosystem Analysis – Evaluate the relevance of course curricula with current & future industry needs.
  3. Government Schemes & Awareness – Assess awareness & challenges related to government skill development schemes.
  4. Startup & Self-Employment Potential – Identify entrepreneurial opportunities in mining.
  5. Skill Gap Bridging Measures – Develop strategies to reduce the skill gap.
  6. Job Role-wise Skill Gap Mapping – Provide data for targeted districts.
  7. Emerging Job Roles & Future Workforce Demand – Identify upcoming employment trends.
  8. Evaluation of Training Methods – Assess the impact of online vs physical training in mining skills.

Scope of Work

Skill Gap Study & Skill Plan Development

The study must:

  • Cover all mining sub-sectors (except Oil & Gas)
  • Develop a framework with IT-enabled data collection & analysis
  • Use pre-defined employment data collection methods from key stakeholders
  • Conduct on-ground surveys/questionnaires for comprehensive data collection
