About the Vihaan Programme

India HIV/AIDS Alliance (Alliance India), acting as the Principal Recipient (PR) of the Global Fund Grant, continues to implement Vihaan, a nationwide care and support programme for People Living with HIV (PLHIV).
“Vihaan,” meaning the first light of dawn, aims to ensure holistic care, treatment adherence, and improved quality of life for PLHIV across India.

The programme works closely with:

  • NACO at the national level

  • State AIDS Control Societies (SACS) at the state level

  • ART Centres at district and facility level

Since its launch in 2013, Vihaan has reached over 24 lakh PLHIV through 310 Care and Support Centres (CSCs) across India.

Alliance India has received approval to continue the initiative from April 2024 to March 2027, ensuring uninterrupted CSC operations for PLHIV enrolled at ART centres.


Role of NMP+

Network of Maharashtra by People Living with HIV/AIDS (NMP+) serves as the Sub-Recipient (SR) for Maharashtra and Goa.
NMP+ coordinates with partners, provides technical support to 40 CSCs, and is responsible for collecting applications from NGOs/CBOs interested in becoming Sub-Sub-Recipients (SSR) under the Vihaan programme.


Programme Objectives

The Vihaan programme strengthens India’s HIV response with the following key goals:

1. Promote HIV Prevention & Testing

Using innovative strategies such as:

  • Digital platforms

  • Artificial Intelligence

  • Outreach in prisons and hard-to-reach populations

  • Youth-focused interventions

  • Index client testing approaches

2. Prevent Mother-to-Child Transmission

Supporting HIV-positive pregnant women and exposed infants to eliminate vertical transmission of HIV and Syphilis.

3. Improve ART Retention

Enhancing long-term treatment adherence through:

  • Peer educators

  • Tracking systems

  • Regular follow-up and community visits

4. Strengthen Community-Led Monitoring

Empowering community systems to ensure accountability, inclusion, and responsive services.

5. Expand Viral Load Testing

Improving access and progress towards achieving the “Third 95” target by 2027.


What are Care & Support Centres (CSCs)?

CSCs are community-friendly centres where PLHIV receive:

  • Counselling

  • Health referrals

  • Education on treatment adherence

  • Linkages to government welfare schemes

  • Resting space and recreational activities

CSC teams also make home visits to support clients and families, offering guidance on treatment, entitlements, and social welfare benefits.

Under the new approach, CSCs will provide differentiated care tailored to various client categories, ensuring personalized support.


Who Can Apply?

Eligible organizations include NGOs, CBOs, and other community-based groups working in the fields of HIV/AIDS, health, or community development, and interested in operating CSCs as SSR partners.
