• TUMI E-Bus Mission Initiative: Focused on accelerating electric bus (e-bus) adoption in the Global South, including India.
• Key Goals:
  • Reduce greenhouse gas emissions and operational costs.
  • Develop infrastructure, fleet management, and workforce training for e-buses.
  • Foster collaboration through the TUMI E-Bus Mission City Network.

Scope of Work

1. E-Bus Proposal Development for Leh

• Objective: Address Leh's unique challenges (rugged terrain, extreme climate) for e-bus deployment.
• Tasks:
  • Assess existing public transport system (fleet, routes, ridership).
  • Analyze terrain, weather, and altitude impacts on e-bus operations.
  • Review e-mobility policies in Leh and Ladakh.
  • Engage stakeholders (local government, OEMs, energy providers).
  • Develop fleet, infrastructure, and bus specification plans.
  • Formulate financial strategies and an implementation roadmap.
  • Align proposal with national schemes like PM-E-Bus Sewa.
• Deliverables:
  • Technical assistance report with findings and recommendations.
  • Draft and final e-bus proposal for Leh.
  • Stakeholder engagement documentation (meeting minutes, attendance records).

2. SOPs for E-Bus Depot Operations (Bhopal and Rajkot)

• Objective: Establish efficient depot operations for e-buses.
• Tasks:
  • Conduct site visits and analyze current depot management practices.
  • Collaborate with stakeholders (depot managers, OEMs, policymakers).
  • Draft SOPs covering:
    • Charging Operations: Scheduling and peak load management.
    • Parking Management: Layouts and safety protocols.
    • Energy Management: Backup systems and efficiency measures.
    • Maintenance: Preventive and corrective schedules.
    • Safety: Emergency response and staff training.
    • Environmental Protocols: Waste management and eco-friendly practices.
  • Validate SOPs with stakeholders and develop training modules.
  • Incorporate gender inclusivity for a safe environment.
• Deliverables:
  • Current practice assessment report.
  • Final SOPs for depot operations.
  • Stakeholder engagement documentation.

Eligibility Criteria

Professional Qualifications:

• Education: Advanced degree in urban planning, transportation engineering, environmental studies, public policy, or related fields.
• Experience:
  • 5+ years in public transport electrification.
  • Proven experience in developing electric mobility projects (preferably in India).
  • Capacity-building experience (workshops, training).
  • Expertise in project proposals and financial modeling.
• Skills:
  • Strong analytical, writing, and communication skills in English and Portuguese.
  • Proficiency in project management and relevant software tools.
  • Ability to collaborate with diverse stakeholders.

Desirable Qualifications:

• Experience with international development organizations.
• Familiarity with TUMI E-Bus Mission and ICLEI methodologies.
• Knowledge of Indian public transport policies and regulations.
