Request for Proposal: Empanelment of Vendor for Recruitment Services

About the Organization

Room to Read is a global nonprofit organization focusing on transforming the lives of children in low-income communities through literacy and gender equality in education. Since its founding in 2000, it has impacted over 32 million children across 21 low-income countries.

• Primary Focus:
  • Literacy skills and developing the habit of reading among primary school children.
  • Supporting girls in completing secondary education with life skills to make informed decisions.
• Room to Read India operates in 10 states: Chhattisgarh, Delhi NCR, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh.

Scope of Work

The selected vendor/individual will deliver the following:

1. Job Analysis and Requirement Gathering:

   • Understand organizational needs, culture, and specific role requirements.
   • Conduct detailed job analysis to identify required skills, qualifications, and experience.

2. Searching and Headhunting:

   • Source candidates from databases, professional networks, social media, and other innovative channels.
   • Conduct labor market analysis for the targeted profiles.

3. Initial Screening and Shortlisting:

   • Screen candidates against job criteria and share the most suitable profiles for further evaluation.

4. Interview Coordination:

   • Schedule interviews and ensure effective communication between candidates and the hiring team.

5. Offer Negotiation and Documentation Support:

   • Assist in salary negotiations and documentation during the offer acceptance stage.

6. Replacement Guarantee:

   • If a candidate leaves within 3 months of joining, suggest alternatives within the original fee or provide a backup candidate from the shortlisted pool.

Area of Operations

• Services will be required PAN India, especially in states where Room to Read currently operates.
• Additional states may be included based on organizational expansion.

Evaluation Criteria

Proposals will be evaluated based on:

1. PAN India Hiring Experience.
2. Experience in the Development Sector, particularly with NGOs.
3. Experience in Recruiting Education Sector Professionals.

Proposal Requirements

Technical Proposal

• Company Profile.
• Detailed approach and methodology for the assignment.
• Timeline for deliverables.

Financial Proposal

• Detailed financial breakdown, including all requirements listed in the ToR.
• Attach copies of:
  • Registration Certificate
  • GST Certificate
  • PAN Card
  • MSME Certificate (if applicable)

Important Notes:

• Proposals must strictly follow the instructions; deviations or incomplete applications will lead to rejection.
• Late submissions will not be considered.
• Selected agencies may be invited for a face-to-face discussion with the panel.
• TDS will apply on the consultancy fee.
• The selected agency must sign and comply with the Child Protection Code of Conduct.
