About the Proposal

Background

The Canada Fund for Local Initiatives (CFLI) is a contribution program that funds small-scale, high-impact projects aligning with Global Affairs Canada’s thematic priorities, including:

  • Gender equality and the empowerment of women and girls (social, economic, and political empowerment).
  • Inclusive governance (diversity, democracy, human rights, rule of law).
  • Environment and climate action.

The program supports local civil society organizations (CSOs), improving bilateral relations between Canada and CFLI recipient countries.

Objective

The CFLI Coordinator will work under the CFLI Program Manager at the High Commission of Canada, New Delhi, handling the day-to-day administration of the CFLI Program in India, Nepal, and Bhutan.

Scope of Work

  • Manage CFLI program administration following the program cycle and business processes.
  • Assist in promotional activities of the CFLI program on social media.

Contract Details

  • Contract Period: 01 April 2025 – 31 March 2026 (possible extension up to March 2028).
  • Work Hours: 1,650 hours per year.
  • Hourly Rate: Not exceeding INR 950/hour.
  • Travel Expenses: Additional INR 300,000 allocated if travel is required.
  • Payment Method: Monthly payments based on hours worked and approved invoices.

Key Responsibilities

1. Project Selection and Records Management

  • Assist in designing and implementing the project selection process.
  • Manage and distribute the Call for Proposals.
  • Pre-screen applications for funding.
  • Draft project approval documents (PADs) and Contribution Agreements.
  • Ensure proper project closure as per CFLI guidelines.
  • Maintain and document comprehensive project files and records.

2. Day-to-Day Administration

  • Prepare correspondence related to CFLI program administration.
  • Monitor project activities and expenditures.
  • Provide regular updates to the CFLI Manager.
  • Facilitate site visits for Government of Canada officials.
  • Analyze recipient reports and provide summaries and recommendations.
  • Compile CFLI reports, including the End of Program Report.

3. CFLI Promotional Activities

  • Maintain the CFLI calendar for tasks and recipient events.
  • Manage the CFLI photo and video bank.
  • Create social media content (posts, videos, graphics).
  • Ensure recipients actively post and tag the High Commission.

4. General Program Assistance

  • Be familiar with Government of Canada Transfer Payment Programs.
  • Perform other duties as required by the CFLI Program Manager.

Eligibility Criteria

  • Graduate degree in Development Studies, Social Sciences, Public Administration, Business Management, or a relevant field.
  • Minimum 3 years of work experience in the NGO/development sector or international organizations, including experience in at least 2 of the 3 countries (India, Nepal, Bhutan).
  • Minimum 3 years of project management experience, including:
    • Drafting Contribution Agreements.
    • Reviewing financial documents.
    • Budget management.
  • Minimum 3 years of experience with:
    • Microsoft 360 tools (Teams, Planner, SharePoint).
    • Calendar management.
  • Minimum 2 years of experience with:
    • Graphic design tools (Canva Pro).
    • Creating basic videos.
    • Drafting professional social media content.
