Objective of the RFP
C40 seeks proposals from consultancy firms or consortiums (individuals not eligible) to develop a comprehensive Meat Waste Management Plan for Ahmedabad. The project involves:
- Assessment of meat waste quantity in the city
- Developing a collection & transportation plan
- Feasibility study & planning for a dedicated Meat Waste Processing Facility
Scope of Work
Deliverable A: Meat Waste Mapping & Assessment
- Identification & Geo-tagging of all meat waste-producing sources (Markets, Shops, Carts)
- On-ground survey & reconnaissance to assess waste production
- Development of a data collection template (vendor type, waste quantity, location, disposal method)
- Weighing of meat waste to identify generation patterns, including weekend peak data
- Current disposal practices assessment
Outcome:
- Interactive city map with meat waste sources & geo-location
- Data analysis report with insights on waste quantity & handling
Deliverable B: Collection & Transportation Planning
- Designing a robust meat waste collection & transport plan
- Route optimization using GIS tools
- Assessment of vehicle & resource requirements
- Cost estimation for implementation (vehicles, fuel, HR, etc.)
- Guidance on source segregation program
Outcome:
- Comprehensive report on collection & transportation strategy
Deliverable C: Feasibility Study for Processing Facility
- Feedstock characterization for technology selection
- Site analysis & land suitability assessment
- Technology options comparison
- Financial analysis (CAPEX, OPEX, ROI, revenue streams)
- Project execution outline
Outcome:
- Detailed feasibility report with recommendations on technology & costs
Deliverable D: Project Implementation Plan
- Engineering designs & technical drawings
- Bill of Quantities (BOQ) & cost estimation
- Project schedule with milestones
- Procurement strategy & vendor selection
- Regulatory & environmental compliance plan
- Risk management & Monitoring plan
- Standard Operating Procedures (SOPs) for facility operation
Outcome:
- Comprehensive implementation roadmap for facility establishment
Study Process & Engagement
- The study will be conducted in partnership with Ahmedabad Municipal Corporation (AMC)
- Stakeholder involvement includes AMC officials, waste management concessionaires, NGOs, and C40 team
- Project kickoff in March 2025 with iterative report reviews & approvals
