The National Institute of Urban Affairs (NIUA) is India’s leading national think tank on urban planning and development. Established in 1976 under the Ministry of Housing and Urban Affairs (MoHUA), NIUA provides innovative solutions for sustainable and inclusive cities. NIUA works with government and civil sector stakeholders, offering cross-disciplinary expertise in urban policy, planning, and capacity building.

About the Proposal

NIUA is implementing the UrbanShift (Livable Cities in India) project, funded by UNEP (United Nations Environment Programme) and GEF7 (Global Environment Facility-7). The project aims to:

• Transform Indian cities through integrated urban planning
• Reduce GHG emissions, air pollution, and congestion
• Protect ecologically sensitive areas
• Build capacity of state and city authorities

As part of this initiative, NIUA invites proposals for preparing a Comprehensive Mobility Plan (CMP) for Karaikal, Puducherry, covering 160 sq. km under the Karaikal Planning Authority (KPA). The plan will have a 30-year vision with periodic reviews every 5 years.

Key Objectives of the CMP:

• Enhancing regional connectivity
• Integrating land use and transport
• Promoting public and shared transport
• Improving pedestrian and non-motorized transport (NMT) facilities
• Implementing efficient parking management
• Enhancing road safety and gender-sensitive mobility planning
• Ensuring universal accessibility
• Optimizing goods transport
• Developing an investment program with prioritized projects

The CMP should align with the National Urban Transport Policy (2006) and incorporate climate mitigation strategies.

Eligibility Criteria

• Registered Entity: Company, Partnership Firm, LLP, Society, Trust, or Proprietorship Firm
• Financial Requirement:
  • Positive Net Worth
  • Minimum Average Annual Turnover of INR 35 Lakh (FY 2020-21, 2021-22, 2022-23)
• No Blacklisting by any Indian government agency
• Past Experience (Last 7 years):
  • At least 3 similar projects of value ≥ INR 40 Lakh each
  • OR at least 2 similar projects of value ≥ INR 50 Lakh each
  • OR at least 1 similar project of value ≥ INR 80 Lakh
• Similar Projects Include:
  • Comprehensive Mobility Plans (CMP)
  • Low Carbon Mobility Plans (LCMP)
  • Integrated Mobility Plans (IMP)
  • Comprehensive Traffic & Transportation Studies
  • Master Plans, Development Plans, Regional Plans
  • Advisory/Consultancy in Public Transport & NMT Planning
