Program Background:

The Shubh Mint Program focuses on mint farming communities in Lucknow and Barabanki. The program’s goals include improving the availability of mint planting material, training Self-Help Groups, empowering women, and establishing farmer producer companies.

Purpose:

To select a qualified security agency capable of providing professional security services, ensuring the safety and protection of the premises, personnel, and assets at the Lucknow office while adhering to all compliance and regulatory requirements.

Scope of Work:

• 4 unarmed guards: 2 guards for day shift, 2 guards for night shift.
• Tasks include:
  • Surveillance and security of the location and people.
  • Checking IDs, registering visitors, and checking vehicles.
  • Operating surveillance cameras and genset.
  • Operating fire extinguishers in case of emergency.
  • Maintaining courier and inward/outward registers.
• Working hours: Shifts of no more than 12 hours. A substitute system should be in place for absences.
• Guards should be full-time employees and comply with local labor laws.
• Insurance requirement for indemnity against damages or aggression due to guard failure.

Deliverables:

• Continuous Security Coverage: Provide 24/7 security personnel.
• Trained Personnel: Guards trained in operating surveillance equipment and emergency protocols.
• Incident Reporting: Daily logs of security incidents, immediately reported to the organization.
• Compliance with Local Laws: Guards employed according to labor and regulatory standards.
• Periodic Performance Reviews: Regular evaluations of guard performance and security measures.
• Emergency Preparedness: Guards trained in fire safety, first aid, and evacuation procedures.
• Support and Communication: Open communication channels with a designated point of contact for issue resolution.

Proposal Preparation and Submission Requirements:

A. Instructions for Proposal Preparation:

The selection committee will evaluate the Offerors based on their written technical and cost proposals. Offerors must provide:

1. Capability and Technical Experience Statement:

   • Organization overview.
   • Capabilities statement.
   • Project approach.
   • Website.
   • Activity (work) schedule.
   • Project Staffing: Identify project staffing and their time allocation. Include bios of essential personnel.

2. Cost Proposal:
   Submit a detailed budget, including applicable VAT/GST, and specify the currency in which the organization will be paid.

3. References:
   Provide three client references from the last two years, including contact details.

B. Instructions for Submission of Proposal:

• Submit proposals in two separate volumes: technical and price proposals.

• Ensure the submission is clearly labeled with the RFP number and the Offeror’s name.
