Proposal Guidelines:

1. Proposal Submission:

   • All proposals must be submitted via email.
   • Subject Line for submission: “Forest-PLUS 3.0-RFP-6, Development of a video series to effectively communicate key goals, activities, and impact of Forest-PLUS 2.0 and Forest-PLUS 3.0 programs”.
   • Proposal Format:
     • Cover Letter: Signed by an authorized representative.
     • Technical Proposal: Max 10 pages (3 pages for Firm Information and Past Performance).
     • Financial Proposal: Detailed budget including DBA insurance, taxes, GST, and other relevant costs.

2. Eligibility:

   • Proposals must come from registered and qualified firms.
   • Firm Fixed Price Subcontract to be issued.
   • The selected firm must obtain DBA Insurance before services commence.

3. Technical Proposal Requirements:

   • Firm Information:
     • Business registration, primary contact information.
     • Subcontractor details (if any), and work division.
     • Management structure and ownership details.
   • Corporate Capabilities & Past Performance:
     • Summary of capabilities, past relevant experience, and client performance references.
   • Technical Approach:
     • Detailed implementation strategy.
     • Key personnel information and their experience (CVs required).
     • Gantt Chart Schedule for project timeline.

4. Financial Proposal:

   • Budget Template: Use the template in Attachment B.
   • Budget Narrative: Detailed breakdown of cost/price analysis.
   • DBA Insurance: Budget for DBA insurance costs.
   • Ensure compliance with Unique Entity Identifier (UEI) requirement.

5. Exclusions:

   • No goods/services from prohibited countries (Cuba, Iran, North Korea, Sudan, Syria).
   • Do not provide goods/services using telecom or video surveillance products from specific companies (Huawei, ZTE, Kaspersky, etc.).

Communication & Inquiries:

• All questions must be submitted by 5 Dec 2024 to procurement.indfor@tetratech.com with the subject: “Questions for Forest-PLUS 3.0-RFP-6”.
• Responses to inquiries will be shared with all Offerors.

Proposal Evaluation:

• Tetra Tech ARD reserves the right to accept or reject any proposal without further discussion.
• Proposals received after the deadline may be considered at Tetra Tech ARD’s discretion.

DBA Insurance:

• Ensure inclusion of DBA insurance costs in the budget.
• The selected subcontractor must obtain DBA insurance prior to contract initiation.
