INTRODUCTION

The Nature Conservancy (TNC) is a leading conservation organization working in 76 countries and territories. TNC’s mission is to conserve the lands and waters on which all life depends. TNC has been advancing projects in India since 2017, working closely with the Indian government, research institutions, NGOs, private sector organizations, and local communities. Nature Conservancy India Solutions Private Limited (NCIS) is a subsidiary of TNC, providing research, consulting, technical support, and advisory services in conservation.

PURPOSE

TNC is introducing a program in line with the “Aravalli Green Wall (AGWL) Project” announced by the Government of India in March 2023. The AGWL Project aims to green the 5 km buffer area around the Aravalli Hill Range. NCIS is requesting proposals for a scoping study in the Aravallis in Rajasthan and Gujarat.

CONTRACT TYPE AND SERVICES

NCIS will entertain a Cost-Plus Fixed Fee (CPFF) completion type contract(s).

BIDS

NCIS invites bids for the scoping study for the Aravalli Green Wall Project. NCIS reserves the right to postpone or cancel the bidding process.

PLACE FOR PERFORMANCE

Rajasthan (Ajmer, Alwar, Bhilwara, Dungarpur, Jaipur, Jhunjhunu, Nagaur, Pali, Rajsamand, Sawai Madhopur, Sikar, Sirohi, Chitorgarh, Pratapgarh, Banswara, and Udaipur) and Gujarat (Banaskantha, Sabarkantha, Mehsana, and Aravalli districts).

PERIOD FOR PERFORMANCE

5 Months

KEY OBJECTIVES

The key objective is to conduct a scoping study of the Aravallis to establish relevant baselines and formulate appropriate solutions. The study will cover:

  1. LAND

    • Identification of areas for buffers, corridors, and shelter belts
    • Demarcation of Sacred Groves, Reference sites, Key priority areas
    • Identification of flagship, Keystone species, and IUCN threat category species
    • Strategies for management of Invasive species
    • Feasibility and assessment of Biodiversity enrichment plantations
    • Sand dune stabilization
    • Operationalizing nurseries
    • Monitoring mortality/challenges in plantation
  2. FRESHWATER

    • Water funds - Aquifer mapping, check dam, contoured ponds
    • Restoration potential of traditional waterbodies & ecosystem services
  3. REGENERATIVE AGRICULTURE

    • Management of Multifunctional agroforestry systems
    • Feasibility of traditional agroforestry practice involving native species
  4. RENEWABLE ENERGY

    • Existing and upcoming renewable energy projects in the project area
  5. NATURAL CLIMATE SOLUTIONS AND EQUITABLE CONSERVATION

    • Carbon capture by native Aravalli species and estimating carbon pools
    • Plantation models for increasing surface area for carbon capture
    • City Climate Change Action Plan, Aravalli GW as NCS for urban and peri-urban space
    • Nagar Van/ City Forest concept
    • Role of gender in landscape conservation

OUTCOMES

  1. A detailed report for Aravalli restoration proposal and manual, including:
    • Scope for interventions for restoration activities
    • District level/Zone level scientific management plans
    • High-resolution maps (KML files) and images related to project execution

ESTIMATED COSTS AND FIXED FEE

The financial bid should include:

  • Project execution cost: INR X (complete break up required)
  • Project execution fee: INR Y (fee or margin)
  • Applicable Taxes: INR Z (responsibility for compliance with tax laws)

Total Cost-plus Fixed Fee (CPFF): INR X+Y+Z

MINIMUM QUALIFICATIONS

The technical team should include:

  • Members with postgraduate degrees or above in relevant fields
  • Qualified GIS expert
  • Experience in relevant fields, executing similar projects, and preparing detailed technical reports
  • Organization with FCRA eligibility

Submit questions via email to [email protected] for technical queries and [email protected] for cost-related queries by 18-07-2024. NCIS will respond by 23-07-2024 before the pre-proposal meeting on 25-07-2024.

SUBMISSION OF PROPOSAL

Proposals must be submitted by 2-08-2024 by 11:59pm IST. Submit the technical proposal to [email protected] and the financial proposal to [email protected]. The email subject line should state “RFP for Aravalli Landscape”.

The financial bid must include:

  1. Copy of incorporation documents
  2. Copy of registration certificate under income tax and GST (if applicable)
  3. Copy of last three years audited financial statements with audit report
  4. Copy of last three years income tax full return
  5. Copy of last two GST returns
  6. Copy of address proof
  7. List of similar projects executed with name of client, year of execution, and value
  8. FCRA Registration number and validity (if applicable)
  9. Total number of staff (full time, part time, and volunteer)

Incomplete bids will be rejected. Only one bid per bidder is allowed.
