About the Organization: The Finance Department, Government of Odisha is responsible for:

• Mobilization of resources: Raising Tax and Non-Tax Revenue, borrowing from various sources (internal debt, Small Savings, Provident Fund, etc.).
• Efficient use of resources: Formulation and execution of the Annual Budget, Public Expenditure Management, accounting, internal and external audit compliance.
• Providing financial advice, facilitating credit from banks and financial institutions, and acting as a referral department for service conditions and pensions.

About the Proposal: The Government of Odisha seeks to empanel consulting agencies for:

• Baseline surveys, mid-term evaluations, end-term evaluations, concurrent evaluations, process evaluations, rapid assessments, and impact assessments of Central and State-funded schemes.
• Scope of Assessments/Evaluations: Identifying shortfalls, bottlenecks, and gaps in scheme design and implementation; providing recommendations for improvement; and documenting case studies when necessary.
• Evaluation Coverage: Various sectors and themes including education, health, agriculture, infrastructure, and social welfare.
• Duration: Normal studies: 4-6 months; Rapid assessments: 2-3 months.

Scope of the Assignment: Consulting agencies will handle evaluations in the following categories:

• Category A – General Services Sector: Governance, administrative reforms, e-governance, law and order, etc.
• Category B – Social Services Sector: Education, health, water supply, sanitation, housing, welfare services, etc.
• Category C – Economic Services Sector: Agriculture, rural development, energy, industry, transport, etc.
• Category D – Cross-Cutting Areas: Physical and IT infrastructure, capacity development, gender mainstreaming, equity and inclusion, etc.

Responsibilities of Empanelled Agencies:

• Conducting evaluations, impact assessments, and surveys using qualitative and quantitative methods.
• Designing survey instruments, data collection, processing, analysis, and report preparation.
• Adhering to scientific data collection procedures ensuring accuracy, validity, and relevance.
• Knowledge of the local region and language (Odia) is desirable.
• Capacity in terms of trained field investigators and resources.

Deliverables and Time Frame:

• Inception Workshop and Report
• Draft Study Report
• Final Sharing Workshop and Final Study Report
• Documentation of Human Interest Stories/Good Practices (if mandated).
• Submission of reports in both hard and soft copies, and verifiable raw data in soft copy (MS-Excel/CSV format).
