Background:

  • National Education Policy (NEP) 2020 emphasizes the need for foundational literacy and numeracy (FLN) skills in elementary education.
  • NIPUN Bharat Mission aims for every child to achieve FLN by the end of Grade 2 by 2026-27.
  • India Partnership for Early Learning (IPEL), supported by USAID, is working in Bihar, Jharkhand, Uttar Pradesh, and limited areas of Delhi to improve FLN in public schools through technical support, curriculum development, teacher training, and resource provision.

Outcomes of IPEL Project:

  1. Improved Monitoring and Reporting Systems for early learning.
  2. Enhanced Classroom Instructional Materials, Policies, and Standards.
  3. Improved Professional Development for education functionaries.
  4. Strengthened Visioning, Financing, and Coordination for FLN delivery.
  5. Increased Community and Family Engagement in early learning practices.

Rationale for the Survey:

  • Assess the progress of IPEL against its objectives and indicators.
  • Identify barriers and opportunities for improvement.
  • Provide feedback for informed decision-making and resource allocation.

Objectives of the Study:

  1. Assess progress towards key project indicators.
  2. Evaluate changes in learners' FLN skills and influencing factors.
  3. Examine changes in school readiness and classroom instruction.
  4. Assess parental engagement and support for learners.
  5. Measure impacts on student and teacher attendance.
  6. Evaluate system preparedness and private sector engagement in FLN.

Required Expertise:

  • 5+ years of experience in education research, particularly in FLN and system strengthening.
  • Experience in conducting large-scale research in schools and AWCs.
  • Proven ability in quantitative and qualitative surveys.
  • Experience in Bihar, Jharkhand, and UP.
  • Capability in data analysis and report writing.
  • Positive financial turnover over the past three years.
