About the Proposal

The Meghalaya Sustainable Land Management (SLM) Project, funded by KfW, aims to establish sustainable land management practices and value chains, with a focus on organic farming, market linkages, and farmers' empowerment. The project focuses on four key components:

  1. Organic Farming Production and Diversification
  2. Value Addition & Upgradation of Aggregation Infrastructure
  3. Establishing Effective Markets Linkage
  4. Organic Certification for Premier Organic Markets

Objective

MBMA seeks to hire a consulting firm for:

  • Detailed analysis of selected organic value chains in Meghalaya.
  • Formulation of the Meghalaya Organic Farming Linkages Masterplan to guide government, private sector, and other stakeholders in creating a sustainable organic farming system.

Consultant’s Role

  • Collaborate with MBMA PMU and other stakeholders.
  • Conduct diagnostic assessments and detailed analysis of organic value chains such as turmeric, ginger, pineapple, cashew, and pepper.
  • Identify gaps, market opportunities, and policy recommendations.

Project Area and Location

  • Regions: Khasi, Jaintia, and Garo Hills
  • Districts: 12 districts in Meghalaya

Scope of Work

The tasks for the consultant include, but are not limited to:

  • Data gathering and literature review
  • Mapping of value chain actors
  • Analysis of selected value chains
  • Stakeholder consultations, workshops, and meetings
  • Identify market opportunities and gaps in value chains
  • Review of government policies and strategies
  • Formulate the Masterplan
  • Establish a platform for public consultation and disseminate knowledge

Eligibility

To be eligible, the bidder must meet the following criteria:

  • Legal Status: Registered under the Companies Act, 1956, Proprietary Firm, Society Act, etc.
  • Financial Criteria: Average annual turnover of INR 50 Lakhs in the last 3 financial years (2021-22, 2022-23, 2023-24)
  • Experience: Minimum 7 years of relevant technical, operational, and managerial experience in the agriculture/agri-business sector
  • Previous Projects: The firm must have completed at least 3 similar contracts in the last 7 years
  • State Experience: Experience in Meghalaya will be considered an asset
  • Self-declarations:
    • Firm is not insolvent, bankrupt, or involved in legal proceedings.
    • Firm's business activities are not suspended or debarred.
