INVITATION FOR E-QUOTATIONS

TRAINING CUM EXPOSURE VISIT - OUTSIDE STATE

1. Project Objective:

   • The Department of Agriculture, Government of Maharashtra, has received financing from the World Bank towards the “Hon. Balasaheb Thackeray Agribusiness & Rural Transformation (SMART) Project.” The project aims to support the development of inclusive and competitive agriculture value chains focusing on smallholder farmers and agri-entrepreneurs in Maharashtra.

2. Service Requirements:

   • Online quotations are invited from eligible bidders for providing Non-Consultancy Services to 180 Trainees in 04 batches (each batch 45 Trainees) for a Training Cum Exposure Visit Outside State.

3. Service Specifications:

   • Transport: Well-Conditioned Non-A/C Bus for 45 Trainees, Approx. 1650 Km* (4 Buses)
   • Food Facility:
     • Breakfast (Poha/Upma/Idli/Vada/Dosa etc.) - 1260 Nos.
     • Lunch (Chapati/Roti, Sabji, Dal, Rice, Salad & Sweet) - 1260 Nos.
     • Dinner (Chapati/Roti, Sabji, Dal, Rice, Salad & Sweet) - 1260 Nos.
     • Tea (2 Times a day) - 2520 Nos.
   • Drinking Water: RO Drinking Water-Jar/Packaged Drinking Water Bottle - 392 Nos.
   • Boarding Facility: Boarding Facility for 45 Trainees in Room with Toilet Bathroom Facility, Mattress/Night, and Warm Water for Bath - 644 Rooms

5. Tender Fee & EMD:

   • Tender Fee: Nil
   • Earnest Money Deposit (EMD): In the form of a bid security declaration.

6. Bid Price and Submission:

   • All duties, taxes, and other levies payable on the raw materials and components shall be included in the total price.
   • The rates quoted shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.
   • Prices shall be excluding GST.

7. Eligibility Criteria:

   • Experience: Similar completed works for any government organization, public sector units, local body, and private limited companies registered under the company act, partnership firm formed under the partnership act from April 01, 2018, till the last date for Bid Submission.
   • Registration: Bidder should be registered under the Goods and Services Tax Act, 2017.
   • Financial Turnover: Achieved at least one year annual financial turnover not less than Rs. 38 lakh in the last five financial years.
   • No Blacklisting: The bidder should not be blacklisted/banned by any Government organization/PSUs during the last three years.

8. Submission of Bid:

   • Bidders should submit the bid online on the e-tendering Portal https://mahatenders.gov.in.
   • The bid should consist of two envelopes:
     • Envelope 1: Technical Bid
     • Envelope 2: Financial Bid in the form of BOQ

9. Bid Security:

   • Bidder should submit a bid security declaration. Non-submission will result in bid rejection.
   • The bid security declaration will be executed if the bidder withdraws its bid, fails to furnish Performance Security, or fails to sign the contract within the specified time limits.

10. Evaluation of Quotations:

    • Quotations will be evaluated based on their responsiveness to the terms and conditions and specifications.
    • The procurement process follows the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 Revised November 2017, July 2018, and November 2020.

11. Award of Contract:

    • The contract will be awarded to the bidder with the lowest evaluated price (L1) for the items together.
    • The SMART Project reserves the right to accept or reject any quotations and cancel the bidding process at any time prior to the award of the contract.

12. Performance Security:

    • Successful bidder to submit Performance Security @ 6% of the Contract Price, valid till 30 days after the completion of obligations.

13. Delivery Period and Place:

    • Services to be completed within 30 days from the date of the award of the contract. Liquidated damages apply for delays.

14. Payment:

    • Payment will be made within 2 weeks after successful service delivery and certification by the appointed authority. Applicable GST will be paid upon submission of the invoice.

Day 2:

• Shegaon (MH): 05:00 AM - UJJAIN: 05:00 PM
  • Travel and Halt at Ujjain (MP)

Day 3:

• Ujjain (MP): 09:00 AM - KVK Ujjain: 09:30 AM
  • Visit to KVK Ujjain
• KVK Ujjain: 11:00 AM - Indore (MP): 02:30 PM
  • Visit to SOPA Indore (MP) and Halt at Indore (MP)

Day 4:

• Indian Institute of Soyabean Research (ICAR): 09:30 AM to 05:00 PM
  • Residential Training cum Exposure Visit at ICAR – IISR Indore

Day 5:

• Indian Institute of Soyabean Research (ICAR): 09:30 AM to 05:00 PM
  • Residential Training cum Exposure Visit at ICAR – IISR Indore

Day 6:

• Indore (MP): 08:00 AM - Shegaon (MH): 06:00 PM
  • Travel and Halt at Shegaon (MH)

Day 7:

• Shegaon (MH): 06:00 AM - Latur (MH): 03:00 PM
