About the RFP

Generation India Foundation invites proposals from organizations experienced in skill training to serve as Implementing Agencies for AMBER, a special project under PMKVY 4.0. This project builds on the initial AMBER initiative, leveraging best practices to create a scalable model for India's skilling ecosystem. The focus is on high-quality training and improving employment outcomes.

Project Objectives

  • 70% Placement Outcomes: Target placement for certified learners with a 3-month retention rate of 60%.
  • 51% Female Participation: Ensuring gender inclusivity at the project level.
  • Capacity Building: Enabling stakeholders to implement outcome-based, quality-driven programs.
  • Outcome-Based Project: Focus on placements, retention, and Generation’s 7-step methodology.

Key Project Targets

  • 25,000 candidates until March 2025.
  • High-performing agencies may be considered for the next project phase.

Project Lifecycle Indicators

  1. Enrolment: Number of students enrolled as per targets.
  2. Training Completion: Students completing their training.
  3. Certification: Certified students.
  4. Placement: Students placed in jobs post-training.
  5. Retention: Students engaged in employment for 3 months post-placement.
  6. Centre Implementation: Centres set up as per allocation.
  7. Compliance: Adherence to Generation Methodology and PMKVY 4.0 guidelines.

Job Roles

The AMBER project includes 11 job roles, with 3 new roles coming soon. Detailed roles are available in the RFP.

Locations

Applicants must have ready training centres capable of initiating batches within 1 month of target allocation. Locations must be selected from the RFP’s list of districts, or within 100 km of these districts. (Refer to Annexure 4 in the RFP for the list.)

Compliance and Guidelines

  • PMKVY 4.0 Guidelines: All implementations are in accordance with PMKVY 4.0 Guidelines. PMKVY 4.0 Guidelines Document
  • GIF SOP Compliance: Implementing agencies must follow the SOP for operational matters.

Payout for Implementing Agencies

  • Mass Employment Job Roles: INR 14,500 per candidate.
  • Tech Job Roles: INR 27,000 per candidate.
  • Payout may vary by job role training duration.
