1. Introduction

The Department of Social Justice and Empowerment (DoSJE) is inviting proposals for conducting an evaluation study to assess the effectiveness of three components of the PM-AJAY Scheme, namely Adarsh Gram, Grant-in-aid, and Hostel. The study aims to evaluate the outcomes and impacts of these components across selected states.

2. Project Overview

The evaluation study focuses on three components:

  • Adarsh Gram: Development of model villages to ensure comprehensive socio-economic development.
  • Grant-in-aid (GIA): Support for self-help groups and other initiatives to enhance income and employment.
  • Hostel Component: Provision of accommodation facilities for students from Scheduled Castes.

The study period is from 2021-22 to 2023-24.

3. Scope of Work

The selected agency will:

  • Conduct field surveys, interviews, and data collection across various states.
  • Analyze data to measure the impact of the PM-AJAY scheme on the target beneficiaries.
  • Provide recommendations based on findings to improve future scheme implementation.
  • Submit a final report with case studies, thematic assessments, and an evaluation of the scheme’s effectiveness.

4. Eligibility Criteria

Organizations, institutions, or agencies must fulfill the following mandatory requirements to apply:

  • Non-Governmental Organizations/Voluntary Organizations receiving grants from the Ministry of Social Justice & Empowerment are not eligible.
  • Non-political entities not blacklisted by any central/state government department/PSU.
  • Legal entity registered in India with a minimum of five years of experience in program monitoring, evaluation, research, or similar services.
  • Conducted at least four national/state-level evaluation studies, with at least one covering three states/UTs.
  • For-profit entities must have a minimum annual turnover of ₹1 Crore for each of the last three years (2021-22, 2022-23, 2023-24).
  • Submit an Earnest Money Deposit (EMD) of ₹1,00,000 via bank draft or bank guarantee.

5. Submission Guidelines

  • Technical Proposal: Must include the organization's capacity, team qualifications, relevant past experience, and a detailed methodology.
  • Financial Proposal: Detailed budget breakdown covering manpower, travel, monitoring, organizational costs, and applicable taxes.
  • Deadline for Submission: 18th November 2024 (5:00 PM IST).
  • Submission Portal: Online submissions through the GeM portal at https://gem.gov.in.

6. Selection Criteria

Proposals will be evaluated based on the following:

  • Organization’s Capacity (60 Marks): Experience and number of studies conducted.
  • Team Qualifications (25 Marks): Expertise in program evaluation, data analysis, and fieldwork.
  • Financial Strength (15 Marks): Annual turnover and financial stability.

Agencies must score at least 75 marks to be shortlisted for the financial evaluation phase.
