1. Background

India’s Skill India Mission aims to enhance the employability of youth by providing skill training. The Mason Training Program under the Recognition of Prior Learning (RPL) initiative targets masons in Bihar, considering the state’s seismic vulnerability. The program’s goal is to equip masons with skills in earthquake-resistant construction techniques.

2. Project Goals

  • Target Area: Bihar (534 blocks)
  • Training Participants: Approximately 16,020 masons
  • Training Duration: 10 days (80 hours)
  • Type of Training: RPL with a bridge course, focusing on masonry for hazard-resistant structures

3. Eligibility Criteria for Applicants

Applicants must:

  • Be a legal entity registered as a Voluntary Organization, Training Partner, or affiliated with a government body.
  • Have a minimum of three years' experience in skill development or similar projects.
  • Show an average annual turnover of INR 1 Crore for the last three years.
  • Have a positive net worth (not applicable to government organizations).
  • Maintain an office in Bihar and possess the required training infrastructure.
  • Demonstrate experience with government-sponsored skilling initiatives.

Note: Entities blacklisted by any government agency are ineligible.

4. Scope of Work

Empaneled agencies will:

  • Establish training centers in each block (534 total).
  • Mobilize and enroll participants.
  • Provide training that meets the standards set by the Sector Skill Council.
  • Ensure the completion of training within the stipulated timeline.
  • Submit regular reports, including participant attendance and assessment results.
  • Co-brand with NSDC and BSDMA in all promotional activities.

5. Proposal Submission Requirements

  • Submit proposals online via the NSDC eTendering Portal.
  • Include all mandatory documents: Board resolution, proof of eligibility, and financial records.
  • Proposals should demonstrate previous experience and planned approach for the RPL program.

6. Evaluation Process

Proposals will undergo a two-stage evaluation:

  1. Responsiveness Check: Compliance with eligibility requirements.
  2. Desk Evaluation: Assessment based on organizational credentials, financial stability, and proposal strength.

7. Important Terms and Conditions

  • Sub-contracting or franchise arrangements are prohibited.
  • NSDC reserves the right to modify or cancel this REOI without prior notice.
  • Disputes will be subject to arbitration in New Delhi, India.

8. Submission Deadline

Proposals must be submitted by 11:59 PM on 30th October 2024. Late submissions will not be accepted.
