  • Room to Read India: Established in 2003, operates across twelve states, focusing on providing educational opportunities to disadvantaged children.

Project Background

  • SERI Program: Implemented since 2015 in partnership with the United States Agency for International Development (USAID), the program focuses on foundational literacy across Chhattisgarh, Uttarakhand, Uttar Pradesh, and Madhya Pradesh using the ‘I Do – We Do – You Do’ scaffold approach.
  • Comprehensive Literacy Approach: The program aims to improve literacy through eight components, including oral language development, phonics, fluency, vocabulary, comprehension, writing, and independent reading time (IRT).
  • Target Audience: Grade 1-2 children, with an emphasis on teacher training and structured literacy instruction.
  • Program Expansion: In 2022-23, the program expanded to Telangana, where it employs both We-Do and You-Do approaches in selected districts.

Assessment Overview

  • Objective: To measure the literacy skills of Grade 2 children under the We-Do approach in Telangana, specifically in Telugu.
  • Locations: Assessment will be conducted in Adilabad, Asifabad, Mancherial, and Nirmal districts.
  • Selected Agency's Role: The external agency will conduct the assessment in the specified districts.

Technical Proposal Requirements

  • Eligibility Criteria:
    • Minimum of 5 years of experience in the education sector, preferably with literacy assessment experience.
    • Individual proposals are not accepted; only organizational submissions.
  • Proposal Guidelines:
    • Limit to 10-12 pages.
    • Must follow the prescribed format in Annex A.
  • Evaluation Criteria:
    • Experience in similar domains and projects.
    • Composition of the study team, including qualifications and experience.
    • Understanding of the project scope.
    • Detailed training and data collection plan.
    • Data quality assurance measures.
    • Sub-activity timelines aligned with main activities.
