Background
Centre for Catalyzing Change (C3) is implementing a project in Odisha and Chhattisgarh to empower women and enhance reproductive, maternal, newborn, and child health (RMNCH) services. Key project objectives include:
- Enhancing women’s agency to demand quality RMNCH services.
- Strengthening health service delivery to ensure respectful and equitable care.
- Building community platforms to promote accountability in health services.
Assessment Objectives
- Evaluate the project’s effectiveness, relevance, efficiency, sustainability, knowledge generation, impact, and women’s agency.
- Assess facility and community stakeholders’ capacity to deliver quality, equitable services.
- Examine women’s empowerment in demanding rights, health services, and access to grievance redressal.
- Identify best practices for socially inclusive, gender-sensitive maternal health services.
- Assess sustainability of the project's benefits and stakeholder capacity to maintain outcomes.
Areas of Research
- Awareness Measurement: Women’s knowledge on rights, entitlements, and access to gender-sensitive health services.
- Care Experience: Respectful maternity care experiences.
- Grievance Redressal: Accessibility and usage of public health grievance mechanisms.
- Project Monitoring: Evaluation of project monitoring processes.
Scope of Study
- Endline Assessment Period: November 2024 – February 2025.
- Study Design: Quasi-experimental design with 1200 women (aged 18-49) interviewed across intervention and non-intervention areas in both states.
- Sampling: 400 women from intervention areas and 200 from non-intervention areas in each state.
- Labor Room Observation: 6-hour observation in district hospitals (two hospitals per state).
- Community Stakeholder Engagement: Observations and interviews with PRI members, VHSNC members, community members, and women’s groups.
Study Design & Target Groups
- Sampling Method: Multistage random sampling with village as the primary sampling unit.
- Data Collection Tools:
- Observations: Labor rooms, VHSNDs, ANC clinics.
- In-depth Interviews: Doctors, staff nurses, ANMs, ASHAs, PRI members, VHSNC members, women SHGs, and birth companions.
- Surveys: For women in reproductive age, currently pregnant women, and women who have delivered in the past year.
Study Tools
- Bilingual Tools:
- CAPI-Guided Surveys: For pregnant women and women who have delivered recently.
- Observation Checklists: For VHSND, ANC clinics, and labor room activities.
- Interview Schedules: For service providers, community stakeholders, and women’s groups.
Sampling Design
- Random Sampling: Selection of states.
- Purposive Sampling: Selection of blocks/districts.
Timeline
- Data Collection Period: November 2024 – February 2025.
Role of the Research Agency
- Recruit and train investigators and field staff.
- Adapt data collection tools for CAPI, pilot tools, and estimate delivery counts in hospitals.
- Plan and implement data collection with quality control measures.
- Process data entry and submission in SAV format.
- Submit all survey materials and data to C3.
Training and Supervision
- Field Staff Training: Includes training of investigators, supervisors, and data analysts.
- Diverse Team Requirement: Teams must have both male and female investigators.
- Training Quality Monitoring: C3 experts will assess training quality, and C3 officials will conduct field visits to ensure data quality, with the agency expected to make prompt adjustments as necessary.
