About the Organization
The Ministry of Panchayati Raj oversees the ongoing decentralization process and local governance in India.
With the 73rd and 74th Constitutional Amendments in 1993, powers and functions have been further decentralized to local self-governments (Panchayats and Municipalities). Thus, India’s federal system now has three levels of government: Union, State, and Local (Panchayats and Municipalities).
About the Proposal
The Revamped RGSA is a Centrally Sponsored Scheme (CSS) administered by the Ministry of Panchayati Raj (MoPR) through State Governments and UT Administrations. It was approved on 13 April 2022 for implementation from 1 April 2022 to 31 March 2026.
Objective:
To enhance the capabilities of Elected Representatives (ERs), functionaries, and stakeholders of Panchayati Raj Institutions (PRIs) for inclusive local governance, effective utilization of resources, and addressing national importance issues.
Coverage:
All States and Union Territories (UTs) of India, including areas where Panchayats do not exist.
Focus Areas of Revamped RGSA
- General orientation training for Elected Representatives (ERs) within 6 months of their election.
- Refresher training for ERs within 2 years of their election.
- Training of ERs, functionaries, and stakeholders for preparing quality Panchayat Development Plans (PDPs).
- Thematic training on the Localization of Sustainable Development Goals (LSDGs) at various levels for ERs, functionaries, trainers, etc.
- Specialized training at different levels on topics like e-Governance, Digital Literacy, PESA, Carbon Neutrality, Spatial Planning, etc.
- Panchayat-SHG convergence training.
- Leveraging emerging technologies for effective Capacity Building and Training (CB&T).
- Standardization of training needs assessment, training modules, materials, and master trainer programs.
- Training of additional Trainers/Master Trainers on 9 thematic areas for LSDGs localization.
Scope of Work
The empaneled agencies may be engaged by States/UTs for Capacity Building & Training (CB&T) activities under their Annual Action Plan. Responsibilities include:
- Providing logistics support (training venues, accommodation, boarding, training equipment).
- Mobilizing participants with the help of officials at the State, District, Block, and GP levels.
- Conducting training for ERs of 3-tier Panchayats, functionaries, and others per the approved action plan.
