About the Organization

The National Mission for Green India (GIM) is part of the National Action Plan on Climate Change (NAPCC), aiming to protect, restore, and enhance India’s forest cover. Its objectives include:

  • Holistic greening, focusing on biodiversity, water, biomass, and carbon sequestration.
  • Working with local communities for planning, decision-making, and monitoring.

About the Proposal

The RFP seeks eligible organizations to participate in the Employment through Livelihood Improvement Activities component of GIM. The goal is to empanel Skill Training Providers (STPs) who will organize skill training and placement programs for people in forest-adjacent villages under the watershed areas of GIM.

The program's key aim is to provide skill training to unskilled individuals and upgrade the skills of those residing near forests to enhance their employability, promote self-employment, and alleviate poverty.

Project Objectives

  • Improve livelihood opportunities for forest-adjacent communities to reduce pressure on forests.
  • Provide sustainable livelihood skills to the local population.
  • Increase income through market-oriented certified courses, leading to salaried employment or self-employment.
  • Improve living standards while promoting forest conservation.

Scope of Work and Deliverables

  1. Training and Placement:

    • Train and place 450 eligible candidates from villages within the Raisen Forest Division by the end of FY 2024-25.
  2. Tasks for STPs:

    • Mobilize and register candidates from the villages in the watershed areas.
    • Set up and run training centers in assigned villages.
    • Organize skill training programs and ensure internal and third-party assessment and certification.
    • Arrange placement in wage-based jobs or support self-employment opportunities.
    • Ensure retention in jobs and provide ongoing handholding support.
    • Monitor progress and report to DFO Raisen.
  3. STP Empanelment:

    • A maximum of five top-ranked STPs will be empaneled to meet the targets within the timeframe.
  4. Residential/Non-residential Training:

    • Based on field requirements and STP capacity, training can be residential or non-residential. DFO Raisen approval is required.

Eligibility Criteria

  • Organizations with relevant experience in skill development and placement.
  • Encouragement for women and disabled candidates to apply.

  • Attach documentary proof for eligibility and evaluation criteria.
  • Earnest Money Deposit (EMD) of Rs 20,000 is required.
  • Submit a declaration for a performance Bank Guarantee of Rs 20,000 upon empanelment.
