1. Introduction

This Request for Proposal (RFP) is issued to invite qualified organizations and industries to partner with the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) as Captive Employers. The partnership will focus on providing training and placement to rural youth with the aim of enabling sustainable employment in alignment with the objectives of DDU-GKY and National Rural Livelihood Mission (NRLM).

2. Objective

The objective of this RFP is to identify Captive Employers who can:

  • Provide training for at least 576 to 2304 hours in alignment with NSQF standards.
  • Offer placement opportunities for a minimum of 500 rural youth over a period of three years.
  • Ensure at least 70% placement of trained youth in captive employment for a minimum of six months post-training.

3. Eligibility Criteria

To be eligible, applicants must meet the following criteria:

  • Must be an industry/organization with a minimum of three years of legal existence.
  • Must have a valid EPFO/ESIC/Factory registration.
  • Must demonstrate a positive net worth for at least two of the last three financial years.
  • Must have an annual turnover of over ₹25 crores in each of the past three financial years.
  • Must provide proof of employment for at least 500 or more individuals in the last three years.

4. Scope of Work

The selected Captive Employers will:

  • Provide industry-relevant training for rural youth as per the requirements of their sector.
  • Ensure certification of all trainees through a government-recognized awarding body.
  • Offer placements to trained candidates in subsidiaries/affiliate companies with a minimum CTC of ₹10,000 per month or higher.

5. Evaluation Criteria

The evaluation of proposals will be conducted in two phases:

  1. State-Level Screening: An initial review under the leadership of the Principal Secretary of the State Rural Development Department.
  2. Central Review: A final review and approval under the Additional Secretary of the Ministry of Rural Development (MoRD).
