  • The Planning & Convergence Department of Odisha is a key nodal department responsible for evolving short-term and long-term development strategies for the state.
  • The department formulates Annual and Five-Year Plans, aligning with the Planning Commission’s guidelines and the state's priorities.
  • It regularly monitors the implementation of Plan Programs, ensuring optimal resource allocation and the achievement of objectives.

About the Proposal:

  • Title: Concurrent Evaluation of Functioning of DMF and Implementation of DMF Projects in Angul, Jajpur, and Jharsuguda.
  • District Mineral Foundations (DMFs) were established under the Odisha District Mineral Foundations (ODMF) Rules, 2015, under Section 9B of the MMDR Act, 1957.
  • DMF's Objective: To implement development and welfare projects in mining-affected areas, mitigating the adverse effects of mining and enhancing the socioeconomic conditions of affected communities.
  • Target Districts: Angul, Jajpur, and Jharsuguda (99% of total DMF contributions).
  • Number of Projects: 13,244 projects implemented by March 2024 in these three districts.

Rationale for the Assignment:

  • An evaluation is necessary to understand the functioning of the DMF Trusts and the implementation of the projects aimed at development and welfare in mining-affected areas.
  • The evaluation will provide inputs for assessment and highlight opportunities for course corrections where necessary.

Scope and Objectives:

  1. Geographic Focus: Evaluation will be limited to Angul, Jajpur, and Jharsuguda districts.
  2. Key Focus Areas:
    • High priority activities: Drinking water, health care, education, sanitation, welfare of women and children, skill development, housing, connectivity.
    • Other priority activities: Physical infrastructure like roads, irrigation, energy, watershed development, afforestation.
  3. Objectives of the Evaluation:
    • Examine the extent to which DMF project objectives respond to beneficiaries' needs.
    • Assess convergence with other state and central interventions.
    • Review the implementation mechanism of DMF.
    • Evaluate the achievement of objectives.
    • Measure the cost-effectiveness and timeliness of interventions.
    • Assess the impact on beneficiaries.
    • Identify the sustainability of benefits post-implementation.
    • Recommend necessary improvements for more efficient DMF implementation.

Eligibility Criteria:

  1. Entities Allowed:
    • Company under the Indian Companies Act, 1956 / 2013.
    • Society under the Societies Registration Act, 1860.
    • Trust under the Indian Trusts Act, 1882.
    • Partnership Firm under the Indian Partnership Act, 1932 or LLP under the LLP Act, 2008.
    • Universities/Institutions recognized by UGC or Central/State Government with NAAC accreditation of at least 'B' grade.
    • MSEs/Start-ups in consulting are also eligible.
  2. Experience:
    • Must be in the consulting business for over 10 years.
    • Completed 3 assignments of similar nature (Contract Value ≥ Rs. 20 lakh, Duration ≥ 3 months) in social sector evaluations, for government/autonomous bodies/International Organizations.
  3. Financial Criteria:
    • Average annual turnover of Rs. 1.00 Cr in the last 5 years (from consulting business).
  4. Conflict of Interest:
    • The bidder must provide a statement regarding any potential conflict of interest.
