IPPF is a global healthcare provider and advocate for sexual and reproductive health and rights (SRHR). It was founded in 1952 and operates in over 146 countries with 150 Member Associations and Collaborative Partners.
About the Proposal
The SPRINT IV program focuses on ensuring access to essential SRH services during crises for women, girls, and vulnerable groups in the Indo-Pacific region. It involves all stages of the humanitarian program cycle: preparedness, response, recovery, and system strengthening.
The purpose of the evaluation includes:
- Independent evaluation of achievements towards SPRINT IV goals.
- Assessment of effectiveness at various implementation levels, from national partners to regional and global networks.
- Sustainability evaluation and recommendations for improving the program.
- Generation of evidence for guiding SPRINT IV beyond the extension phase (2025-2026).
- Documentation of best practices to scale up and inform future humanitarian programs.
Scope of Evaluation
The evaluation will review the entire SPRINT IV program, including design and implementation across four key areas:
- Policy Advocacy
- Preparedness
- Response and Recovery
- Program Documentation
Additionally, the evaluation will cover:
- Innovation: Assessing the program's innovative solutions.
- Lessons Learned: Key results, insights, and improvement opportunities.
The evaluation will review the period from April 2022 to August 2024 and compare the progress with the baseline established in SPRINT III and the Mid-Term Review (MTR) from 2023.
Deliverables
The final evaluation document, due by early December 2024, will:
- Complement the final SPRINT IV report.
- Provide evidence of the program’s effectiveness, efficiency, relevance, and sustainability.
- Guide IPPF on resource allocation and strategic direction for future humanitarian programming.
Eligibility Requirements
- 2-5 years of experience in program/project evaluation and strategic report preparation.
- Experience in humanitarian programming, particularly in SRH/SGBV in emergencies.
- Familiarity with the MISP and its objectives.
- Experience in the Asia-Pacific region, working with national-level partners.
- Master’s or Ph.D. preferred.
- Knowledge of quantitative and qualitative evaluation approaches.
