SAATHII on behalf of The External Agency, invites applications from suitable organizations to be selected as Sub-Sub Recipients (SSR) under the Global Fund-Supported HIV Project. The project will be implemented across three states: Andhra Pradesh, Karnataka, and Tamil Nadu.

Eligibility Criteria
To qualify for this opportunity, the applicant must meet the following:

Registered Non-Profit Status: The agency must be legally registered under:
- The Societies Registration Act of 1860 or a similar State Act
- Indian Trusts Act of 1882 or equivalent
- Section 8 of the Companies Act, 2013

Organizational Capacity:
- Should have a clearly defined organizational structure.
- Must have established administrative, financial, and management systems.
- Must provide 3 years of audit reports for NGOs or 1 year for CBOs.

Experience in Public Health:
- A minimum of 3 years of experience for NGOs, or 1 year for CBOs, in managing public health programs.
- Prior experience in HIV/AIDS care and support programs is preferred.

Financial Track Record:
Must meet the following expenditure requirements:- For CBOs: Annual expenditure of at least INR 1 lakh (for one CSC) or INR 3 lakhs (for two or more CSCs).
- For NGOs: Annual expenditure of INR 8 lakhs (for one CSC) or INR 16 lakhs (for two or more CSCs).

Statutory Requirements:
Applicants must have:- 12AB certificate
- 80G certificate (for tax-exempt status)
- DARPAN registration preferred

Local Presence:
The organization must have been operational in the relevant district for a minimum of 3 years (for NGOs) or 1 year (for CBOs).
Scope of the Project
This project will focus on strengthening Care and Support Centers (CSC 2.0) and eliminating vertical transmission of HIV. The roles of SSRs include:
- Providing HIV care and support to People Living with HIV (PLHIV)
- Implementing interventions to eliminate vertical transmission from HIV-positive mothers to their children
- Coordinating with local authorities such as ART Centers and District AIDS Prevention and Control Units (DAPCU)
Key Priority Groups
The project targets specific PLHIV subgroups, such as:
- PLHIV with unsuppressed viral loads
- Newly diagnosed HIV-positive pregnant women
- PLHIV on-ART Lost to Follow-Up (LFU)
- PLHIV with tuberculosis (TB)
- HIV-exposed infants eligible for early infant diagnosis (EID)

Shortlisting:
Proposals will be evaluated based on organizational capacity (25 points), grant management experience (30 points), experience with HIV programs (35 points), and technical proposal (10 points). -
Capacity Assessment:
Shortlisted applicants will undergo a capacity assessment visit and reference checks from past or current donors. -
Final Selection:
The highest-scoring applicants will be selected for contracting as SSRs.
