‘Torrefied Pellet Manufacturing Plant for Agri-Waste’
Section-I: EOI Information
1.0 ABOUT NTPC:
NTPC is India’s largest energy conglomerate with a +68 GW power generating capacity, established in 1975 to accelerate power development in India. NTPC has a presence in the entire value chain of the power generation business, from fossil fuels to renewable energy sources, aiming to lower its carbon footprint by reducing greenhouse gas emissions.
2.0 ABOUT NETRA:
NETRA, the R&D wing of NTPC, contributes to positioning NTPC at the forefront of innovation in the Indian Power Sector. It focuses on the development and demonstration of technologies in carbon capture, green hydrogen, green synthetic fuel and chemicals, water, ash, etc.
3.0 ABOUT EXPRESSION OF INTEREST (EOI) & SELECTION METHODOLOGY:
- The Ministry of Power (MOP), Government of India (GOI) established a ‘National Mission on use of Biomass in coal-based thermal power plants (NBM)’ in May 2021.
- NTPC Ltd is engaged in the mass utilization of non-torrefied biomass for co-firing in PC-fired boilers.
- To utilize biomass effectively, it needs to be torrefied and pelletized as torrefied biomass pellets have more energy density and characteristics closer to coal.
- NTPC, through NETRA, aims to provide a platform for Indian Start-Ups to develop technology for producing torrefied biomass pellets for decentralized small-scale users such as farmers, small entrepreneurs, and small communities.
- The selection of the Technology Developer will be based on the information provided in Section-III, Annexure-2, evaluated by an expert team from NTPC, National Biomass Mission, and others based on criteria like technical complexity, installation, operation, maintenance, production quality, and other parameters set by the expert panel.
- Post-evaluation, a Work Order/Purchase Order will be issued for developing and setting up ‘torrefied biomass pellet’ plants of two different capacities: 02 TPD and 10 TPD.
4.0 RESPONSIBILITY MATRIX FOR TECHNOLOGY DEVELOPMENT:
a) Responsibility of Technology Developer:
- Development of ‘torrefied biomass pellet’ technology.
- Setup of ‘torrefied biomass pellet’ plants at a mutually decided location with NTPC.
- Performance assessment and incorporation of improvements.
- O&M of the plant for 12 months, including feedstock arrangement.
- Sale of torrefied biomass pellets to NTPC at rates not exceeding 10 Rs/Kg for 2 TPD and 8 Rs/Kg for 10 TPD during O&M.
- Commercialization of the technology/plant and sharing commercialization proceeds with NTPC for 3 years.
b) Responsibility of NTPC:
- Selection of the technology developer and award of work to the start-up, including project funding.
- Project monitoring during technology development and plant setup.
- Performance evaluation of the plants.
- Procurement of torrefied biomass pellets at specified rates during O&M.
5.0 EOI TIMELINES:

- Important dates for the EOI are:
- Last date for queries/clarification: Date of publication of EOI + 15 Days
- Last date for submission of EOI: Date of publication of EOI + 30 Days
6.0 VALIDITY OF THE RESPONSES:
- Responses must remain valid up to twelve (12) months after the response deadline.
- NTPC reserves the right to reject any response that does not meet this validity requirement.
- NTPC may request an extension of the validity period. Applicants accepting the extension request cannot modify their response.
