Request for Proposal (RFP) for Setting up a Driving Training Centre (DTC)

Subject: Proposal for Establishing a Driving Training Centre under the “Scheme for setting up of Driving Training Centres (DTC)” as per the guidelines issued by the Ministry of Road Transport and Highways (MoRTH).
1. Background and Objectives
The Ministry of Road Transport and Highways (MoRTH) has introduced a scheme to promote the establishment of Driving Training Centres (DTC) to provide quality training to commercial vehicle drivers with the objective of improving road safety and reducing accidents caused by driver error.
Under this scheme, eligible entities are invited to submit proposals for setting up a Driving Training Centre. Financial assistance of up to 50% of the project cost, subject to a maximum of Rs. 1.00 crore, is available.
2. Eligibility
Entities eligible to apply include:
- State Undertakings
- NGOs/Trusts/Cooperative Societies
- Vehicle Manufacturers
- Registered Firms or Companies
The applicant must:
- Be a legal entity registered under State or Central Government law.
- Demonstrate financial capacity to implement and operate the project.
- NGOs must be registered on the DARPAN Portal of NITI Aayog and provide their Unique ID.
Proposals can also be submitted by a consortium, but no more than three members in the consortium are allowed.
3. Scope of the Project
The proposed Driving Training Centre must:
- Provide high-quality training to both Light Motor Vehicle (LMV) and Heavy Motor Vehicle (HMV) drivers.
- Include infrastructure and resources such as classrooms, vehicles, simulators, driving tracks, and workshops.
- Comply with the National Skill Qualification Framework (NSQF).
4. Project Requirements
Land:
- The applicant must provide at least 2 acres of land (freehold or leasehold). The land cost will not be included in the project cost.
Infrastructure:
- Two classrooms equipped with teaching aids (computers, projectors).
- Simulators for both LMV and HMV categories.
- Driving tracks for manoeuvring, parking, reverse driving, etc.
- Vehicles for practical training (both LMV and HMV with dual control).
- A workshop for vehicle maintenance and demonstrations.
5. Financial Assistance
MoRTH will provide financial assistance in four instalments:
- 1st Instalment: 25% of eligible grant amount upon submission of a Bank Guarantee.
- 2nd Instalment: 30% upon submission of Utilization Certificate for 25% of the project cost.
- 3rd Instalment: 35% upon submission of Utilization Certificate for 60% of the project cost.
- 4th Instalment: 10% upon commencement of operations by December 2019.
6. Proposal Submission Requirements
The proposal must include the following details:
- Name of the Applicant/Organization.
- Legal Status and Date of Incorporation or Registration.
- Contact Details including Email and Postal Address.
- Details of Bank Account and IFSC code.
- Aadhar Number and other relevant details of the Principal Officer.
- Consortium Details (if applicable), including the MoU signed between members.
- Location and details of land ownership/leasehold for the project.
- A Detailed Project Report (DPR) vetted by the National Skill Development Council (NSDC).
- Endorsement by the District Collector and recommendation from the State Transport Commissioner.
- Proof of Financial Capacity including sources of funds, balance sheets, and financial appraisals.
- Commitment to sign an MoU with a Sector Skill Council for the implementation of NSQF-compliant training programs.
7. Proposal Evaluation Criteria
Proposals will be evaluated based on the following factors:
- Experience and capability to operate a Driving Training Centre.
- Financial strength and ability to mobilize funds for the project.
- Compliance with the infrastructure and operational requirements as mentioned in the guidelines.
- Proposals vetted by the National Skill Development Council (NSDC) or other financial institutions.
8. Deadline for Submission
- First round of applications should be submitted by 30th April 2018.
- Subsequent applications will be accepted on a quarterly basis until 30th November 2018.
9. Submission Procedure
Submit the completed proposal in the prescribed format (Annexure-A), along with the Detailed Project Report (DPR) and supporting documents to the Transport Commissioner of the respective state, who will forward it to the Project Management Unit (PMU) at the Ministry of Road Transport and Highways.
