About the Organization

The Public Health Foundation of India (PHFI) is a public-private initiative designed to strengthen India’s capacity in public health training, research, and policy development. Founded in 2006, PHFI collaborates with Indian and international academia, government bodies, and civil society groups. It is headquartered in New Delhi and operates through its regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research.

Purpose of the RFP

PHFI is seeking a qualified compliance firm to manage the establishment and labour law compliances for the organization. The initial contract will be for 12 months.

Proposal Submission Requirements

  • Proposals should be a maximum of 10 pages and must clearly indicate:
    • Deliverables
    • Timelines
    • Budget

The proposals will be reviewed by a Tender Evaluation Committee established by PHFI.


Grant Themes

PHFI’s research initiatives fall into two main areas:

  • Cancer Prevention: Focused on diet, nutrition, physical activity, and understanding the factors influencing cancer risk.
  • Cancer Survivors: Investigating the impact of diet, nutrition, body composition, and physical activity on outcomes after a cancer diagnosis.

Deliverables

  • Monthly service obligations
  • Successful completion of specified one-time activities

Eligibility Criteria

  1. Institution/Agency Details:

    • Name and address of the organization/agency
    • Year of establishment
    • Legal status (e.g., Society, Autonomous Body, Limited Company, Partnership Firm)
    • Key authorized persons (e.g., Managing Director, CEO)
  2. Registration:

    • Valid PAN and GST registration in India
  3. Financial Capacity:

    • Minimum average annual turnover of INR 25,00,000 to INR 50,00,000 from assignments during the last two fiscal years.
  4. Experience:

    • Prior experience in Establishment and Labour Law compliances for at least three organizations of similar size and complexity as PHFI.
  5. Non-Blacklisted Status:

    • The agency must not be blacklisted by any Central/State Government departments or undertakings.

  • Proposals must be submitted with all supporting documents by hand or post.
  • Late submissions will not be considered. PHFI is not responsible for any delays in transit.
